QlikView Small Business includes the license of Publisher ?????

I Buy a license of QlikView Small Business, I want to know if the Publisher is included or if is a separate license.

No it does not. As matter of fact, that is a completely separate license, I believe. You may want to check with your QlikView counterpart or partner.
