There is a task stuck here. The task has been loading, so we killed it manual
When this task is stuck, other tasks will fail to allocate engines.

This sounds like you need to adjust the desktop Heap in windows

I recall I have been working on a very similar case on QlikView 12.40 version, what version are you using?
QlikView was getting stuck at some point and not able to create more Engines even if none were on use as per your log that says 1 out of 12.
The resolution was either reduce the number of engines at 8 or increase the Desktop Heap size and afterwards all was working smoothly.
Both options should resolve the issue. If having several Distribution nodes please do edit the Desktop Heap size on all of them.
