Those files contain various service configuration settings, one file per individual service. At service strtup, the program opens and parses this file to figure out what it should do, where to connect to, what its name is etc (these are just examples).

Many of these configuration options are available in the QMC and can be modified using its user-friendly interface. Or you could directly edit the .ini or .xml file.
