It couldn't be set from the server-side because it are user-settings if the browser displayed any respectively certain popup's or not respectively with or without the question what the user would like to do.
I don't think that you make it as a pop up, but you can enable the download button from The QMC.
You can also configure QlikView to always open in IE plug-in
I want to activate the pop-up instead of activating the download button.
Any solution?

HI @jtj02080208,
I agree with Maria in that making the IE Plugin client installation download "pop-out" isn't configurable out of the box. The installation .exe for the client is by default located in %Program Files%\QlikView\Server\QlikViewClients\QlikViewPlugin; along with opendoc.js, which has the coding for enabling of the Plugin client download from the AccessPoint. So you may be able to use what's listed within the javascript file to develop your own solution. Please note that any customized AccessPoint would not be supported by Qlik, so you should ensure that you take a back up of the default configuration so that you can restore it if you would ever need to get support from Qlik.
Best Regards
There are Windows PC with pop-up and PC without pop-up.
Is there no function to set this difference in QMC?

Are you asking about what occurs after the Download Internet Explorer Plugin hyperlink is clicked on the AccessPoint? If so, how that goes is a Windows O/S function that QlikView QMC has nothing to do with.
Best Regards
I solved the pop-up
solution :
- Add the comment part of the opendoc_fix.htm file directly to opendoc.html
- Fix with Qlikview version installed in opendoc.html
Solved it, but another problem occurred.
Even after the upgraded plug-in is installed through the pop-up, the installation pop-up window continues to appear.
Any solution?

The bottom highlighted circle is a Windows O/S function which QlikView Management Console or any of QlikView has any role in.
