Access Point + Remove last document State + Section Access

Hi,

One of the dashboards I am working on for a client have section access and data reduction based on one field and it seems to work fine for most of the users.

However suddenly for couple users, when they open access point they can see the dashboard and when they try to open it these two users can only see the option "Remove last state document", even if they click on the option and remove it, still no access. Dashboard doesn't open at all, keeps showing the popup "Remove last state document"

Is this a section access issue related? Data Reduction? Access Point settings? .Meta .Shared files?

Any help will be much appreciated!
