From the access point, the user can create a new sheet but it is not possible to copy the sheet as it is shaded, i know you can select all the object by CTRL + A and the copy paste the objects but it will not help in my case as i have multiple layers/panels that do not appear in a single place.
is it possible to allow the copy sheet maybe by modifying something in the document properties?
If you want to copy a sheet including all the hidden objects, then click Shift-Ctrl-S (show all) before clicking Ctrl-A to show all objects. When you are done, click Shift-Ctrl-S again to turn off show all.

Actually it probably is working, but the conditional expression is immediately hiding the objects on the destination sheet. Click on Sheet Properties | Objects tab to see a list of all objects, including the hidden ones, on that sheet. Or click Ctrl - Alt -S in the destination to enable show all there too.
