What would I need to do to the following statement to make it take the average of EjFTE?

NUM(Sum({$<HCOE={'Human Costs'}>}Actaul_Amount)/Sum(EjFTE),'$#,##0.')

EjFTE is "Full Time Employees".  I want the sum of Human cost divided by the average number of Full Time Employees.
