Chart having problem showing reference line

Please see attached document with my problem statement. If you have any input please advise

Closer examination of chart does seem to show bar line slightly different in size so may it is okay since for that dimension values are quite close to each other

can you please sketch how you would expect a chart to look like that shows a reference line at position 3.2 within a range of 4.5 to 4.7?

Vertical Axis is 1 thru 5 from scale standpoint. If i show the axes and also check Forced 0 then trend line shows up since it is a reference line of 3.2 value. However each of the vertical bar i want it to show size relative to its value

For some reason moment i either put Static Min or Max, or if i check Force 0 then all the bar becomes same heights
