Compare dimension total to row total

Hi, I want to compare the dimension total for each 'manager' to each employee to set the background color of the cell.  If the employee is better than or equal to the average, i want to shade the cell green, otherwise shade the cell red.  I know this is a simple task but I cannot figure it out.
