Conditional IF Statement

I am attempting to calculate the Sum of a group of receipts for multiple markets. However there are 2 markets in which I need the Sum cut in half.

I have tried several nested IF statements so that those 2 are always cut in half, and the sum of all are brought in but have yet to figure it out.

Any ideas?
