Departments, their contracts and payments to another departments

Hello!

I`ve got a dimension table called "contracts" which contains information about contracts, its sums and department ID`s that have concluded those contracts.

There`s a fact table called ''turnover", where the transfer sums on that contracts, contract ID`s  and the department ID`s are held. Let`s say, the department "A" has concluded a contract, then there were several payments on a contract to that department, and then a contract has been passed to the department "B", and the rest of sums on a contract were paid to the department "B". How do I link those tables?

There`s another obstacle - a link table, `cause there is a plenty of various date fields, e.g., contract conclusion date, payment date, etc.
