My 2cts from experience: if you are targetting QlikView for an enterprise environment, don't hesitate; include the Publisher. QlikView Server will be incomplete without it..
If you don't know for sure whether a Publisher license is warranted: try without one, face the limitations and it'll prove its worth and necessity all by itself.
