Just a doubt that when publisher reloads the data , it load the qvw document without data from disk to RAM?

I believe that may be true, implemented somewhere in an 11.2 SR as a performance enhancement. However, the document will instead be loaded with Data if the document contains input fields. The relevant tasklog messages are:
Attempted to load the document without data.
Attempt to load the document without data was overriden by the QVB because the document contains at least one input field. Attempted instead to load the document WITH data.

QVB is "QlikView Batch". It is the task that performs the server reloads.
Yes, if there is at least one input field the document will be loaded with data. This is mentioned "Comments on Product Features" section of the Release Notes.
"QlikView cannot sustain the inputfields if the document is opened without data. Therefore, any
document containing inputfields will always open with data, even if flagged not to do so. When
this occurs, a line indicating this behavior will be written to the log file."
