I will try to formulate as well as I can. We have a report that we want to send to some of our managers. And im asking if you guys think this is doable?
Let's say there are 100 rows and the working progress should go like this:
1. Report goes to first manager he ticks a box or something. 80 rows
2. Report goes to the second manager where he maybe ticks in 70 rows
3. Same goes to the CEO where he maybe ticks in 60 rows.
So there should be the same document for every manager.
Based on these 60 rows we would like to send an invoice. Is this possible through accesspoint or by adding plugins to qlikview?

I am not completely understanding your requirement. But I think you can refer this to get an idea Adhoc reporting in Qlikview and Using QlikView’s Report Editor

Qlikview is neither a data capture solution, nor is it a worklow solution, and it certainly is not designed for the reliability you would need for part of your billing workflow.
While it may be possible to build something like this in QV, it would be complicated, awkward and clunky and quite probably unreliable. You would probably be better of building something in Excel and VBA/DotNet.
I agree with Johnathan.
Qlikview doesn't have Write back capabilities to store the data some where, unless you spend tremendous work on creating a extension/mashup.
It is just a Reporting Tool.
that was my goal to use it as described in a certain workflow..
As we are saying we don't have any out of the box solutions. Unless you want to develop your self or a paid service from guys like B-Wise
