Format pie chart with 2 dimensions

Is it possible to 'highlight' the largest section of the outer dimension for each of the sections of the inner dimensions ?

Popout would be good. But also the effect shown when you hover-over.

Or any other suggestions about visualising the 'largest' values

I'm not sure that this would be a very nice and readable visualization and think that other charts like a block-chart might be more suitable. If you want to try it with pie-charts you will need two or maybe more pie-charts which are laying over eachother and are adjusted appropriate regarding to the max. dimension and various layout-settings.

I must agree with Marcus,

Although it looks interesting, you are going to come across many eligibility issues. Also, there are too  many variations in the bigger/outer chart for a pie chart.
