Do you mean in here(qlikview portal) or in your organisation?
In my organisation.
As long as other folks have licensed QlikView desktop in their system they can open and access the QVW document you have created. (Unless you have section access implemented to restrict document access to certain users only)
If you want your QVW document to be viewed by end users without having them to install QlikView desktop in their systems (Access the document using regular internet browsers) then you need Enterprise setup (Publisher, Web server, app Server).
Further in an enterprise setup you can utilize authentication and authorization to control who can or cannot access your document.
You can see qlikview Dash boards in web access mode across all organisation.

If each user has a licenced copy of QlikView desktop (not Personal Edition) then they can share the document between each other or access the QVW file from a common file location.
For small deployments (up to 25 user cals plus up to 100 document cals) QlikView Small Business Edition will make your apps available on a Web Page (AccessPoint) to be opened by licenced users. The users can open the document via the Ajax client or IE plugin client without each user needing to install QlikView desktop on their machines.
You do not need QV Publisher or Enterprise server to share your QlikView apps with other users via a web page, the Small Business Server edition will do this.
No, you do not need Publisher to access QlikView via a web page. You do need a QlikView server.
Publisher provides enhanced security and delivery options for enterprise scale deployments.
