What is the Logic behind this? Please explain...
Otherwise you can take States as Dimension and use label as Country or India

Just wanted to change the header grouping from left side to top. Don't know how to say..its like

Expression whatever you want!
How about removing the country dimension, then naming the States dimension something like =only(Country)
Now when you select a Country from a list box you'll get your format.
If i am getting your requirements right it is like that , you want to see all the state under country India ?
if this is the req. it is very to easy to make in pivot table.
