How to read & use short formulas

How to read & use such short formulas (we are using traditional IF, ELSE formulas)

COUNT({($<WHATEVER={WHATEVER}>)} WHATEVER)

is there any documentation on the same.

Can you explain bit more what you are trying to do with an example.

Example:

Sum({<Country={'India', 'USA'}>} Sales)
