From a layout perspective this could be a good use case for NPRINTING reporting addon by VIZUBI.com.
NPRINTING allows you to author reports off QVWs using an excel editor for example. In excel you can author repeating tabular reports with breaks, merges cells, replicate tables within tables etc... for output to excel / PDF and more.
Its not an interactive view however, its strictly for export.

You don't seem to have any aggregations in the report.. Looks like it can be done using rearranged multiboxes/listboxes/textboxes, then play around with the layout settings.
Sure. VIZUBI is a 3rd party vendor that develops and licenses a reporting product add-on for QlikView. They are a leader in this area (along with CIA Report Manager) and have many customers.
It is common for QlikView customers to need and support the ability to extract QlikView content into print quality reports and do so in many formats (PDF, XLS, DOC, PPT etc...) .
The product add-on the vizubi creates is called NPRINTING. You can research the solution starting here.
For your needs , the authoring environment in NPRINTING can be based on MS Office templates... and the report layout you posted above matches a grid style layout that would be very easy to do in NPRINTING but hard to do in QlikView. It is for that reason i suggested , although the extra reporting benefits make it a good reason to look at the solution.
You will need a budget to purchase/license NPRINTING as it is not a free solution.
