Problem creating a scatter plot chart by region

I am trying to recreate this chart that was done in excel into qlikview and am having some trouble.

The bottom is the region, the side is a safety calculation and all the dots are the stores.  But all i get when I try to do this is no data to display and i just dont know what to do about it. Help me please.

What dimensions and expressions are you using?

I tried using dimensions as Store and expressions as region and Safety but this is where I am having trouble getting it to come out like the image in my question and I am not sure what to do.  It needs to be where the bottom shows the region, the side is a safety calculation (safety) and all the dots are the stores.
