change the width of the graphics

I need to change the width of the graphics and they do not let me.

There are 3 places where Move/Size can be retricted:

     On the Layout tab of the object's properties

     On the security tab of the sheet's properties

      On the Security tab of the Document properties (Admin Override Security)
