text labels in a scatter chart

I have a scatter chart where the Y axis is a number.  However, for the label, I don't want the labels on the datapoints to be the number.  I want the name to be displayed?

I'm ok if it displays both the number and the name.

But in scatter chart, dimension values are drawn so labels will also be of dimension.

You can enable labels on data points through presentation tab.

Can you just post an image of your chart, if I am missing some thing?

I like to see Project 1 for 25, Project 2 for 55 instead of the ROI% 25 and 50 ...
