Legend Disappears When one Filter Selected

I have a field selection list that contains years.

When I clear the selection, or select multiple items, I get a legend in my chart. If I select just one item, the legend disappears completely. Even pressing Ctrl+Shift doesn't display the legend box (if the legend isn't displayed). How do I make the legend stay on the chart?
