Scroll bar not working properly

Using Qlikview 10 and having problems with the scroll bar within a report frame.  The main page scroll bar works as it should.

The scroll bar in the report drops to the bottom of page so you can't see the bottom have of report.  Has anyone seen this? Any ideas?
