assigning document cals to users

Hello

I got the following information on the server on the document cals tab under user documents:

I selected my desired document and I got the following information:

Document CALs available on server: 40

Document CALs not allocated on server: 27

Document CALs allocated to this document: 1

Document CALs embedded in document: 0

Document CALs assigned to users: 0

I then assigned a CAL for a domain user

however the

Document CALs assigned to users: 0 

never changes and the assigned user is unable to access the document though under the security of the qvw document that user has full access

please advise
