Restricting users in on-demand PDF generation - Tabular reporting

I have enabled on-demand reports in tabular reporting. So all the users who have access to the dashboard can view the download option under the assets tab -> reports section. I want to restrict the visibility of this reports section based on the user. Is it possible?

There is no granular administrative option to manage which formats can be use either globally nor by group nor by user.
