Security Rules for Publishing

I am attempting to setup security rules to allow certain users the ability to publish apps to specified streams (in this case streams with the word "test" within them).

This is unfortunately my first time attempting to do this and I am finding the documentation on doing it to be quite general and I need a little more help please.
