I am getting an error while publishing a job from talend integration studio from Quality environment, but when I am publishing the same job from Dev( and I am certain that the both jobs are identical)
I'm afraid there is not enough information here. I suspect that you will need to demonstrate this issue. Can you raise a support case and give as much information as you can?
