Missing 'Publish' option in the right click menu

I want to publish a job, but when I right click on the job, the publish option is not in the menu.

I am also not able to change any components. It seems the jobs are somehow locked or read only. Could you please tell me how to solve it?

from your screen shot I am able to see, publish to cloud.
