Using Talend Open Studio in Offline mode

 Is using Talend Open Studio in offline mode for standard development recommended? Is a concurrent license counted while working in an offline mode?

You cannot use the open studio with the commercial version TAC. They don't connect to each other.

I mean the licensed Talend Studio version only. Is a concurrent license counted when working in offline mode using the commercial licensed version Talend Studio?
