Data Model for date selection

Hi, Recently, I met a data model question. 

Here comes the data model, Order table is mapping Company CDP table with the customer info. and OR table is mapping master calendar table.  If I select date as YTD,  it only shows the customer which has OR till YTD.  But, for the second picture, I want to show all the customers Forecast if it is tagged . And YTD only control the OR not for all the customer list. How to solve it ?
