Defining Access levels in Data load editor without QMC

I need a little help
Is there a way to define user-level access for app data in Qlik without using QMC? Specifically, I have company-wide employee information, and I want to restrict HODs to view only the data of their respective departments. Can this be accomplished using the Data Load Editor?
Appreciate if you can help with some sample code, i have gone through the content multiple times but can't quite understand how to go about it. I have a huge dataset of approx 4000 employees with atleast 20 years data available. I have alot of fields associated with the employees (Something like 100 plus including personal info, family info, education, experience, promotions, transfers etc). I need to limit row level access only based on data in 'Department' field for 20 HODs
