Equal to and less than filter for date column

Good Afternoon,

I am having an issue with getting a Filter pane or Date picker being able to sort one table by a selected date. I would like for the table to show the selected date rows as well as any rows before that date as well. Basically an equal to and less than filter for my one date column in this format (MM/DD/YYYY). Any help would be greatly appreciated.
