Grouped bar chart color

I have a group bar chart with 1 bar being the budget, and the other being actual for a work site. I need to have the budget bar be black, and the actual bar be red or green depending on whether the actual is over or under budget. 

Is there a way I can do this?

Hi, you can create a master measure for the budget and color it in black

Then for the actual you can  use an expression to color the measure in green or red as shown here
