How can I apply filter only on dimensions but not on dimension values?

I have (City name, City built)dimensions in my data.

City name contains values like Detroit, Chicago and Newyork.

City built has 1820, 1895 and 1850.

When I use the filter pane on  city name, I have the option to select/deselect the values(Detroit, Chicago and Newyork) but I'm looking to filter the dimension itself . I mean I want (City name, City built)dimensions in y- axis and want an option to filter the y- axis based on (City name, City built)dimensions. Atleast one dimension selected all the time.
