How to write proper if statement based on values in all column?

My data:

ID Date Version newColumn
1 1.01.2019 1 2.01.2019
1 2.01.2019 2 2.01.2019

 

What functions I need to use to achive:
1. Take max version for the same ID

2. Add Date 2.01.2019 to all rows.
