Insufficient privileges when Site license properties

After the installations, we tried to execute "Site license properties" process. However, it takes "Insufficient privileges" error. Our user is adminstrator, which is created when Windows server is setting up. Also, it is in the administrator group. We do not know where the problem is.

The system is windows server 2016 64-bit, Qlik Sense version is 13.21.1. The windows defender is closed and there are no other firewall applications.
