you should investigate in the windows event logs.

It looks like Postgres user can't access the configuration files related to postgres DB :

C:/ProgramData/Qlik/Sense/Repository/PostgreSQL/9.6/postgresql.conf

Alternativly, depending on the error message, it could comes from the service dispacher so check the availability of these conf files :

C:\Program Files\Qlik\Sense\ServiceDispatcher\services.conf

C:\Program Files\Qlik\Sense\ServiceDispatcher\services-server.conf
