Num and Num #

I am new to QS and self-learning. Some questions below ,so I appreciate your help.

1. Struggling to understand the different between Num and Num#, Date and Date #. Can someone clarify? What's the importance of # function?

2. When to use '$(var_name)' and $(var_name)? What's the significance to surround it by ' '?
