Problem user access

I've a big problem , three of my users havn't the same rules  between the stream and the apps.

So the problem is that I've created a stream with all rights except  delete . But the apps  haven't the same rights than the stream for three collaborators.  And I don't know who change the right in a app

check last modified by, you will get to know who changed & when it was changed
