QlikSense task admin rule

I want to create custom "Task Admin" rule where selected user can 

1) see QMC Task   // Done

2) Reload any task that exist there.    // Done

3) allow to Create new task & trigger on apps that are publish to streams ONLY.

I have created rule to take care of #1  & #2. I am not able to do #3. please help.
