Please let me know how to implement quadrant chart in qliksense like below.

Attached is the sample data.

You may have a hard time trying to plot this. It can be done with a scatter plot and then using reference lines. The issue you have is you only have one method of measuring the sites, AVG, which I assume is an assigned score.  You need to have another numerical metric in which to assess risk by.
