Security Rules - avoid load editor access for developers

Hi all. We need help creating security rules for a type of developer role that can add new sheets and charts but cannot edit the load editor, if possible we would also like this user to be prohibited from editing certain elements within each sheet.

For Published Apps , only the owner of the App   can view Load Editor by default

Other Contributors would need to duplicate an existing sheet to make modifications and publish any changes

 after which the Owner of the app needs to approve the updated sheet

Where exactly are you trying to restrict load editor access ?  Apps in the Work Stream ??
