Select top duplicate value

How can I select top row / bottom row for the following, depending on situation to rule out duplicates in one table to join with other on one ref_id only

You need to provide more information on the the "situations" and the "join criteria"

 

You haven't provided any context on when you would pick top row duplicate or when you would pick bottom row duplicate!!
