Sorting legends on charts

I am trying to sort the legend on the charts I am creating. Ideally I would like it to display NA, 1, 2, 3, 4 or vice versa. For some reason it never works. For the bar chart I just go to the sorting tab and I have tried both ascending and descending numerically and it fails. For the line chart I have tried turning off the continuous axis and then sorting and that also fails.
