Split data into different groups

I have imported 2 Excel Files one with Personnel and one with the Non-personnel Operating Expenses. I now want to create a pivot table with the two main rows being Non-Personnel and Personnel like this:

 

2021 Actuals

Actuals (YTD)

Budget

Non-Personnel

 

 

 

Personnel

 

 

 

 

I have the 2021 Actuals, Actuals YTD, and Budget data on each excel file but no idea how I could create the table above. If anyone has an idea, please respond.
