Hi @AndreasE, have you granted this user an administrative role, like content admin?
QMC administrator roles can be granted independently to Hub access. Try editing this user and assigning the ContentAdmin role in the QMC, this will allow reloads, change streams, apps, etc. If you need more specific rules, you will have to play with the security rules.
The security rules are in place so that there can be Team based roles and access. While I may give Bob access to the QMC it may only be to run tasks, and more specifically to only run tasks for his "teams" applications and not others. While I may give Sally several roles in QMC including the ability to publish or export applications, but again, only for the team she is on.
If you have a Super User type end user that you want to give the flexibility to re-run jobs whenever they want for a variety of applications, then upgrade them to professional and consider applying a rule so ALL they can do is run tasks, and nothing else.
If you have a user that constantly calls and says "I want fresher data in my app" and they are driving you crazy, then that is really a different requirement and can be handled via On Demand Applications or Dynamic Views.
