Add picture file in an app with pofessional access

Hello, 

Is it possible to grant users with professional access the right to add a picture file in an app?

Professional users don't have the button to add a picture file in our project (see attached screenshot), but developers have access to this feature (see attached screenshot).

I assume that Developers are RootAdmin or ContentAdmin or something like that.
