Hi, 

Some recents releases for Qlik Cloud include Custom Roles:https://help.qlik.com/en-US/cloud-services/Subsystems/Hub/Content/Sense_Hub/Admin/permissions-scopes...

As you can see, the default user role can only donwload PDF, but not Excel files. You can affect this role to your user, or create a custom one.
