What I got by your words, You have a application which has some sheets and your published it. Now Your concern is you can access Master Item List , For this you may change the security rules setting and make it READ, Create at least so when you give Create Permission , Your user can see them and use it and one last point , Please create a APP Obejct ACCESS security rule and provide every user its access , So your user can see then objects and these master items are also the objects of apps.
